In Latin, a mensor is the one who measures. That was the Roman name for the specialists who measured land, laid out military camps and divided plots. The same root survives in the English word mensuration, the art of measuring.
Their tool was the groma, a wooden cross with plumb lines hanging from each arm, which they used to set out straight lines and exact angles in the field. Time is another thing we measure, and a watch divides it into hours, minutes and seconds.
Police takes this word for one of its collections of men's watches.
